This, of course, is a play on 'red sky at sunset.' A red sky at sunset means high pressure is moving in from the west, so therefore the next day will usually be dry and pleasant. When I was around 12, our family went vacationing in Langley, Arkansas. The Little Missouri River flowed through the place which made it a perfect place for swimming and lying about on personal flotation devices.
